Anonymous replenishment of electronic wallets will be banned in Russia
The anonymous owners of electronic purses “Yandex.Money”, “QIWI Wallet”, WebMoney, PayPal, VK Pay and other similar systems will not be able to replenish them in cash through payment terminals and offices of mobile operators — you will need to use a Bank account. The relevant provisions are contained in the amendments to the law on the national payment system, which were approved by the Federation Council on 26 July. The document, which has yet to be signed by President Vladimir Putin, will come into force after official publication.
Under the amendments, unidentified customers will be able to ” provide funds to the e-money operator only using a Bank account.” Previously, such a requirement was not contained in the law, which allowed individuals to replenish wallets in cash without providing documents.
